how to become publisher

hi friends i am not getting option of adding my site to become as publisher.
i should get premium account to partcipated as publisher or should i get 3 likes to get participated or its free ....i mean i have not seen any option of adding site in publisher section in digitalpoint ads thanks waiting for your responses
