It sounds like you already got the exact match keyword domain and your competitior is rising above you with a stopword in the keyword domain? Well, you won't rank on backlinks alone, you also have to make sure your site has quality content on it, not some duplicate spun crap. Make it relevant for the keyword you're targeting, put it in the title, description, use LSI keywords but think of your human visitors as well, don't just stuff your page with keywords or do any other blackhat crap like making links the same color as the background, linking out to bad neighborhoods etc. Once you optimized your site, then the off-page optimization comes. It would be good if you knew what your competitors did to rise higher than you, so analyze his site as well as his backlink profile. Tools like Market Samurai will help you save a lot of time and hassle with that. Then try to replicate his backlinks and do some more. Always go for quality but of course, the more quality backlinks the better. Just because some keyword tool shows you your competitor has 1k links doesn't mean you'll outrank him with 2k. If he is a PR4, he probably has a lot of higher PR sites linking back to him. There is a formula. You need more PR1 backlinks than you would need PR2 backlinks etc.. For example if a single PR10 website linked to you, you would probably be untouchable. Domain age does play a part in the equation but nobody knows exactly what the google algorithm is. But it is clear, backlinks from relevant like sites make a big difference.
it is not easy if your competitor has older domain age than you. you must have bigger PR to beat your competitor.

@successkid - PR will not bring you better placement in the big goo. I have much better placement for dozens of websites with smaller PR. Content is KING, when it comes to placement. Domain name, page title, and keywords in your content (along with appropriate tags: i.e. h1, h2, etc.) will bring a website up above your competitors. PR is not the only denominator in the formula for good placement. Concentrate on incoming links AFTER you have your own website optimized to the fullest extent. Look inward before looking outward. PR is ONLY about links, not about content.
I'm sorry but a domain with a keyword, even not such a competitive keyword, does not guarantee AT ALL No. 1 Google ranking. VerbatimEB has given you very good advice and the same as what I would give you. Focus on on-site optimization before spending so much time on getting backlinks. Having said that, quite a few of my top competitors in my niche do not have good on-site SEO compared to my site, having run their sites through programs I use that analyze almost every single on-site factor imaginable. However, they have a hell of a lot more backlinks then I do. Both on-site and off-site optimization is needed.

There are alot of factors involve in better ranking, domain name is not the only one. Using keyword in title and H1 tag , than backlinks , and quality backlinks are also effect in keywords ranking.
