    If you want to create websites that are not bad to look at, buy Adobe Suite Design Premium,it's about $399, but they do have student discounts, not quite sure how much, check their website. Learn some coding and graphic design online, tutorials and podcasts I suggest.

    However, I've seen this amazing French guy's website, I mean, it's incredible and I think only solid education can bring you to that level or extraordinary talent with hard work. Find a great graphic design school if you are totally serious about it, learn the grid, colors and everything, I know a couple of good designers who has solid education backgrounds and their work is just amazing to look at. Functional design but I think it's also art.

    W3C schools have good tutorials for beginners you should look into it.And Photoshop is just for creating graphics for the website you will need to learn CSS and HTML to code your design into a working website.

    you mention that you know html css. the versions are not a problem at all. photoshop html and css are enough to develop web pages.

    My best recommendation is to partner with a designer and pay him for each design. In the end it will allow for you to program and specialize. Also the designs will be better and you can take on more of a work load.

    You can start from the basics, like HTML, CSS etc. Once you are comfortable with that you can try out general purpose scripting languages like PHP along with database like MySQL. I am recommending them as they are free for you to use. Also I would recommend KompoZer which is an open source WYSIWYG HTML editor, also free. Hope this is helpful.

    Webdesign is very easy. First of all you should know about the basics (HTML and CSS). Then you could try follow tutorials and read some articles related to that.

    The only program I use now is Photoshop and Notepad++. To learn the coding of it, use Notepad++ so you can work out what's going wrong when you have problems, if you used a program like Dreamweaver you wouldn't learn as much coding and would find it harder to solve some problems you might come across. I recommend Notepad++ as it's a decent tool to be using if you're writing codes out and solving problems.
    Photoshop is good when you get more advanced, but you won't need it to start. I'd start with only Notepad++ and once you're getting more advanced with your coding, start looking at using Photoshop with you div's and such.
