Actually I am wondering how some other sites succeed in getting so many links onto their sites. Is this: Link exchange, or people link onto these sites because of the good content or something else??

Yeah, it's difficult to exchange links with others if your website is new. My page www.hkhangfong.com/linkexchange.htm (PR4 now) was founded in September last year, and tried to exchange links with others, only got a few with PR0. So my suggestion is that if you want links from PR4 above, you'd better spend some money.
For the beginning try to use on of the free ad networks such as ReceiveLinks.com. You collect points for allowing the system to place ads on you site /you can limit it to language, category/ and you can than spend the points to place links on other sites of the network. It is completely free service, all the links are static, you have full control over the number of links, link text, page rank, points used, etc.. From my experience this is the most cost effective way to increase your link popularity. And it works for the main search engines, better than reciprocal or even 3-way link exchanges.
You shouldn't expect to gain links from PR4+ sites to your PR0 site unless you pay for them OR your site is getting a lot of traffic / is very well developed and contains unique content. To start off with high PR links you'll need to pay, alternatively swop links with new sites like your own -- all sites were new once and hopefully can grow / build PR together. Too many people are short-sighted when it comes to link building - have an eye to the future swop links with new sites with potential, you never know where it may lead...
