Just varies you have to submit a reconsideration request to google and it goes without saying stop all the things that got you banned in the first place.

Use the link in the Webmaster Tools console to submit a Reconsideration Request. As dreadman said, however, you need to be sure that you've brought your site back into compliance with Google's Guidelines before you make your request. If your site was banned or penalized, you need to repair it before your request will be approved.

But the most important thing before your request a reconsideration for a penalized website is to get rid of the reason first ;)

For all problems related to google use Google Webmaster Tools, and read google blog for webmasters.

It's close to impossible to get your site back on Google... I've tried so many things and nothing works.
