My site get penalty - 60 positions and I have made a 301 redirect, then site back for postions and after few days get again penalty.

What I have to do to avoid penalty again ? Is this normal after 301 redirect ?

No you won't get a penalty for a 301 direct, this is just normal to temporarily get lost for a short time, it should recover, no problem.

Whenever you introduce some change in your website, there will be some fluctuation in rankings. Don't worry your website rankings will bounce back soon!

Normal redirection may often lead towards penalty.

    So stick with 301.

Well I would agree with everyone and advice you to just have patience and wait for sometime, you will be back in the rankings. However make sure you dont do anything silly and just keep adding new content and bookmarking the pages ;)
