    Just do business properly, make sure there are no chargebacks/ claims on your accounts.
    Also try and avoid huge transactions regularly.

    No one can tell you for certain. We dont know how their system works and how they flag accounts

    If you are planning on doing a multi thousand dollar business... i suggest you notify them first of your intentions and let them verify your documents... better to be safe than sorry...

    Yes, do not involve in such activities that made paypal to limit your account. always use true information.

    Just verify it with your credit card(Not VCC).Any time it gets limited,they'll ask for credit card details and your account will be back to normal.

    Just follow their TOS and keep your documents handy if ever needed. If they will limit your account, that will be for your benefit only. Don't lie to them and your money will be safe ever.
