how to avoid double accounts ?

    please i started a business site and want to know how to avoid double accounts ?
    all the members have a dynamic ip.

    Set a cookie to say they have created an account
    Limit membership to one per email domain (assuming most businesses will have their own domain rather than using hotmail etc)
    Give them an incentive to give their business name and/ or URL and limit it to once too
