Such comments won't make any sense. So those tools are definitely not recommended.

Do it manually like a human, and that will be a good start to you, many automated software or script are failed. :D

I'm not completely sure how it's done just yet but it appears to be done using trackbacks. I have the same thing that happens to one of my blogs. When I log in and go to moderate comments there is a comment which is basically the same as my post. But when I go to the blog which it links to I find that the blog page just has part of my blog post plus some adsense ads. It seems that there is some way they can setup to scrape blog content to show on their blogs (for adsense) but it also does a trackback which notifies your blog about a comment.

All I do is delete the comment as spam because in this case it isn't even a comment its just using your content.
I'm not sure what you can do other than delete the comment as spam.

    Cheers

Oh, just another bit regarding your first question about commenting on other blogs.
Having links on other blogs in your niche is good and all, BUT...When you manually comment
on another blog you must write a good comment which adds value, otherwise they won;t approve it anyway, and the other negative is that the link back to your site will in most cases have the link text of your name which isn't as valuable.

By far the best and most valuable way to get links from other blogs in your niche is by using trackbacks.
Doing this when you write a quality post and you mention something from a post on the blog that you want the link from (including a link to that post) and then add the trackback url from that persons blog post, the blog owner gets a message that someone has posted about their blog (it will be listed in their comments section).
Now once they look at your blog post and see that you have a quality post with a link back to their site, most blog owners are more than happy to approve your trackback because it is adding value to their own blog.

The bonus to all this is you not only get a quality link from a blog in your niche, but the link back will have the anchor text of your blog post. This makes it crucial to make the title of your post keyword rich and if you do this coupled with trackbacks you will get much more seo value than you will by manually commenting on a blog.

    Cheers
