I have to ask, what percentage of surfers do you think spend their time on forums? Unless he is targeting webmasters I don't think that is the most effective manner.
There's a lot you can do: social bookmarking, adding your link to your sig in forums and posting a lot, link building, doing press releases, write quality content, submit articles to article directories on a regular basis (5 a day). Make sure you do keyword research on those though. Ping the sites and submit their RSS feed to rss directories.
Thanks for the information. I think I will try a press release. I had my site in my signature on a forum that I have 600 posts on, but that forum closed down. I have used craigslist a few times, but that only got a small amount of people. Thanks!
I think I would agree with a lot of people on this site. You need to do article submission, forum signatures, directory submission, and comment on related blogs. You need to do this constantly!

There are many great free ways to generate traffic, try several and see which ones you like best and work for your market.

The people in your network should be the best people with or affiliated to most trafficked websites. Do not waste time on promoting in Digg, Stumble or the likes. Adwords is the best way. Alternatively, have a blog for your website and start socializing with your blog.
Don't use adword coz it waste of money. I suggest you use free method to drive traffic such as using facebook and social bookmarking
You should leave comments on other people's blog. Post to Yahoo Answers and write articles and submit them to article directories.

Press releases really don't work that well for small companies no matter how well writen in my opinion.
I have a blog that I Spend about an hour a day just link building. Do various things like submit to Directory Submission, Blog Comments, Yahoo Answers, Forum Posts, Article Submission. A good mix of the above is the best way to build authority in your niche.
If you are starting out, don't have any JV partners and want to be able to test your sites and get traffic quickly, PPC is the best way to go.
