What about this ? Make a site with good and unique content.

 

Write a article that is a very popular topic that people link to.

 

I'd have a contest and give away 10 - $1000 dollar bills.
That attracts a ton of people...but I don't think you'll get a million still.

First question is where are you going to put all those link backs on your site. One million outbound links? Secondly how are you going to track all those exchanged links? I think there are better ways to gain links than link exchanges.
