How to ask administrator to write article about my site

I would like to ask administrator of few sites to write article about my site on their site, how to do it?

 

Don't you think that you need to contact with them and ask are they can to do it?

I use my way which is offer the administrator of few sites let say $100 to ask them to write about my site.
