Actually creating an account on Adsense is nowadays quite a big deal! Google has made some new rules to create Adsense account! You can check on webmasters guidelines or Adsense guidelines!
Make a simple blogger page, put there like 3 posts (you can use coppied content) and use this web as your sign up website for adsense. They will accept you for 99%. I know I have done this two times before.
An easy to approve is via Youtube. Create and youtube account and upload original videos get some hits then signup for adsense. Usually within 24 hours your account will be approved.
Just watch out for those scammers trying to get you to signup for their own site promising you an adsense account at the end.
Enklave is right. All you need to do is create a blogger site and then submit it to Google Adsense. I once had an argument with a friend who wanted an Adsense account and I told him that there was no way he would get his Adsense account from a completely new blogger site with no content whatsoever. Well I was wrong, he got his Adsense account.
