First add your site in your webmaster tool. Then verify your site through webmaster tool. Login to your webmaster tool. Click on your site from webmaster tool homepage. Now you are on the dashboard page of webmaster tool. On the right hand side click on Sitemaps, then Add/Test sitemap. You will be prompted to submit your sitemap url. Suppose your site URL is : www.mysite.com then you have to provide like this: www.mysite.com/sitemap.xml

Before doing above steps do the following:
    Create a sitemap first:
Open notepad from your pc. Save it as "sitemap.xml", open another notepad and save it as "sitemap.xml.gz", upload these files on your root folder.
