Look at the structure of how your main navigation bar was produced. It appears that you have the #page-bar inside of the #navbar. You can reuse the code for the #page-bar and create a new bar below, renamed to #page-bar-lower for example. You could then hard code your links into this, or modify the WP PHP tags to include specific pages or posts. Most likely you will have to add some additional CSS to get the second bar to look right.
