I found this info for you in the Google Adwords "help" section, hope it helps...

Why is my billing account information pending verification or approval?

We want to make sure that all billing account information we receive is accurate and complete. So, in some cases, information needs to be reviewed before any updates can be made to your billing account. This might include:

    * verifying your business name, address and tax information before we approve your account for monthly invoicing

    * asking you to approve changes a sales representative makes on your behalf before we update your account

Reviews usually complete within two business days. Be sure to check your email or with the primary billing contact in case we're waiting for a response to complete the review.

For more information about the nature of a review, contact your sales representative.

You should create your add, set bidding policy and pay money!
