How to activate an exact match that is longer than the allowed title?

Has anyone had this problem, as we know google is demanding more and more that the ad matches the keyword phrase exactly else they will say you have no matching ads for this keyword. I suppose they are not as strict for less competitive terms but here is the problem.

Let's say term is "virginia beach real estate" as we can see it is too long for the title line of adwords.
But that keyphrase exact brings a ton of searchers... its in the 30 to 40 million competition.

But since you cannot match that keyphrase in the title you cannot get past the you have no matching ad for this key phrase. I have tried placing the full phrase in line 2 which fits but that still does not work.

Even tried it as broad, exact and phrase and they flat will not allow it...
all my scores are 7 and 8 and they say all is well but no matter what I do, i cannot get an ad that will qualify..

    Has anyone experienced this?

Personally I think its a matter of they have too damn many adwords advertisers so they are eliminating any new guys from the competition as they do not have enough room to service the ones they already have.... but they are not saying not enough calls for the term, just no ad matching ...
I even raised the bid to 3.00 bucks with no results as I know a 7/10 and 1.25 is showing ads regularly on the seasoned sites.
