How to acheive this border effect?

Hello everyone,
I've been searching, searching and searching for the answer... But I can't find it! If know how to achieve this border effect or if you have seen an tutorial about this, please post!

The background: some grunge brush spatter and a bit of lighting. The border: make a selection and fill with white, add a white 1px stroke, lower the fill opacity then lower the stroke opacity as necessary. Easy but nice effect.
