I have put up a complete guide on how to access website hosted on localhost from internet here. Hope this will help you for web development.
I don't know if its just me, but your website seemed to take a very long time to load, Nice of you to do such a walkthrough for people out there who need help.
if you have static ip then i think its possible. it needs some tweaks in htaccess file and then when you enter the ip whie you are connected online your localhost will also be a website.
Normally DSL connexions provide a dynamic IP. This is where we setup a Domain name -> IP mapping using DynDNS. See step 4 of the same article. However this for development purposes. Once the site is developed, this is no longer needed.
