How this whole cpm/cpc and traffic system works?

    i wanted to know how this whole system of cpm/cpc works . how you get advertisers from countries whole native language isn't English . surely advertisers contact you but networks must have been actively working to get new reputable advertisers too the same way they look for good publishers. [Language barriers stop you expanding your busines and getting advertisers from china-korea-japan or any asian country ?]

    This whole advertising system depends upon ONLINE SALES isn't it? the more developed e-commerce in a nation is the more better cpm/earning it generate?[tier 1, the more value is put into that countries internet users]or other kind of criteria is used? As far as i can see china-india has built a robust e-commerce system and so there must be higher value of that traffic IF E-commerce is the objective.

    Japan : it is an developed nation and online sales of products has grown considerably[yeah they still like to purchase things via cash] I have seen advertising networks having not many japanese advertisers: it is because of languages problem on both part ?[lack of communication abilities]

    Indonesia,singapore,Philippines have high internet user base what if internet users started to generate more sales/or related activities ? would networks gonna start adding more value to that traffic ?

    I wish to know from every official active network here : How you guys chose Advertisers?
    What is the basis behind Tier1 tier 2 tier3
    You cater mostly to English or european language spoken countries?
    what percentage of your advertisers come from tier 2 and tier 3 countries
    Ofcourse Advertisers Requirements define many of the aspects of traffic value .

    It all depends on economic situation of the countries... even there are countries with strong IT population it does not mean that they will make any business for advertisers... they usually use AD blockers and try to get as much free stuff as possible plus they do not buy anything online. So if advertiser can not sell than he will not advertiser.
    That is why US user base is mostly valuated, they do not cheat, they are used to buy online and they even buy things that they dont need online.
