    I'd guess they are either breaking TOS, or they're a premium publisher...

    It appears that it is a Scraper website but they have made some of the pages
    (as in the :main page) invisible.

    You can type in any keyword after the / in the url and it will return results
    and related results.

    "Common Sense Search" will do it but much better that that.

    There are no live links in the results below so this one breaks the TOS
    for sure.

    You need to check the content of the page. Google will not only take account of title and description tag into account. If you search for "PowerIso Tutorial" in google, my site is also in the list. However, go through the page you will found I just list the keywords once and they have nothing with my pages.
