It's true in certain way. But qualified traffic use to arrive from hundreds of different keywords, and nobody can get the top for all them. So, find the most suitable directories to submit is one of the most important keys to get qualified traffic from directories.
I disagree. Using directories for one-way links will not bring traffic - it's too much effort to get enough links. Say you wanted 1'000 hits each month, well, directories won't give you that, so therefore submitting to 1k worth of directories that aren't unique in any way won't help. You might get 1000 hits over 1 year, but not per month - and I doubt these low traffic things will even deliver that over a year. Maybe 100 to 200 is more realistic. Thousands of hits from directories lol, na, it won't happen.
