    Hello guys,

there is a homework help website which is studentoffortune.com. The website charges only $1.5 for withdrawals even for more than $1000. Also they charge a minimal fees of $0.5 only if someone has deposited less than $5. Does anybody know how this is possible? Is this some policy of PayPal or PayPal does this on case to case basis? Also there are many new websites and all of them are using the same policies.

It's possible with the paypal MassPay feature. Seller has to apply filling a form and contacting paypal. The only requirement is $2000+ of transactions made per month in average.
