    Concentrate on building backlinks and get Rankings

    Don't worry about pagerank. It fluctuates often and Google will rarely tell you when it does. Instead, worry about getting enough backlinks, doing proper on-page seo, keyword research, etc. You can still outrank a page with higher PR than yours.

    like the above posters have mentioned. concentrate on building good quality links and the PR should take care of itself. I wouldnt worry too much about it though, the main thing is to drive traffic and get as many link backs as you can.

    Good question - Now Incoming links are vital part to increase PR of a site, so try some link exchange program with some high PR sites..
