With the old ranking system, relevant pages were determined by keywords and keyword phrases alone. If the search engine didn't find any keywords, the page was considered irrelevant to the user, and ranked accordingly. With the new search engine algorithm, LSI actually allows the search engine to examine a web page as a whole, not only keywords, but also for words that are semantically close to keywords and keyword phrases.

For examples: web design chennai & web designing chennai

Title Tag, Meta Description and Body Content should focus same keywords.

Relevancy = Keyword Density + Backlinks to those Keywords + Title/Meta Description Tags.

Search Engines check Relevancy by compare the content
to calculate keyword density use this formula
    keyword density=(No of keywords/Total No Words)*100

this is one more important topic. we must do seo according to SE's rules. relevancy for a link is most important then a PR link.

The search engines assume that any page relevant to the topic will mention those keywords right from the beginning. Frequency is another major factor in how search engine determine ranking relevancy and weighting applied to a page. A search engine will analyze how often keywords, or keyword terms appear in relation to other words on your web page. Those with a higher frequency are often deemed more relevant than other web pages. Also remember that stuffing with to many keywords can be seen as spam.

Meta tags are the most important part of SEO, It helps the search engines to determine what your web page is all about. A well written meta tag briefs your viewer about web page’s relevancy for certain keyword phrases.

Relevancy depends on number of factors. Few of the core relevancy factors are title tag relevancy, content relevancy, backlinks anchor text, backlinks authority and architecture of the website(say text on h1, internal link text etc.).
