how register an expire domain name? .in for india

    hi,
    there is a registered .in domain name
    its for india country.
    it will expire in 2009/02/17
    if the owner of this domain didn`t renew it,
    how can i register it for my self?
    plz help me.

    when expire what happend
    i can register it easily?
    or it have a rule.
    i don`t know about this.
    plz guide me what should i do after the expiration.:confused:
