Launched my site two weeks ago. How long should I wait before buying links if I want to avoid the sandbox?
You wont avoid the sandbox. So best get started buying links now because its only a matter of time (usually 2-3 weeks after launch of a site) that you will hit the sandbox. Start getting links now for sites which dont advertise they are selling links, and getting links in non-paid-link areas of a page, like in-line with the main content of the page. Avoid site wide buys and footer links if you are paying for them.

I am also wondering about this, I hear that you can add to many links to quick, but then if you do not then your site will not get indexed as fast. I have the program in my signature setup to send me about 40 backlinks a day but I could have it send me more I just do not want to add to many in 1 day.. How many is to many?
