How quick can you complete a template

I am talking about a decent XHTML+CSS design template. I am curious as some claim to make one in a few days, and some can make one in about 4 hours.

So, how fast can you make a CSS+XHTML template?

 

It depends if I am programming or designing or both. It also depends on the amount of work I have.

 

Depends on complexity and current workload - fairly fast if it's a simple CSS based layout with as little images as possible, etc.
