page rank and ranking depends on bakclinks you have from other related sites going to your website, so you need to need to build your site's backlinks to gain ranking and pr.
Don't get too hung up on PR, I have PR 1 sites that get way more organic visitors than some of my PR3 and PR4 sites.
Pagerank is that magical slow moving green bar thing, its google's word coined for their search engine algorithm. PR and SERP are two different things today. PR is the rate google crawls, caches, and then indexes your pages. pagerank is based on backlinks and the quality of those backlinks.
Page Rank is Google's algorithm to give value of any site. No one know how google's algorithm is working, which strategies it is following etc... If you hung up with PR than it is possible that you lose traffic of your site. So do not give too too much importance to PR. Quality back links is the key to get high PR. IMHO high SERP is more important to get traffic and business than PR. So decide your goal is it PR or SERP?
