How PR is effected by a directory

Does anyone know if it is better to add all pages to the root or have sub folders. For instance, if setting up a directory for the USA is it better to have www.mysite.com/Anchorage or www.mysite.com/us/Alaska/South_Central/Anchorage

Just curious as to how the search engines rank these pages. Will www.mysite.com/anchorage get a higer PR than www.mysite.com/us/Alaska/South_Central/Anchorage ?

Is it better to show the entire pathway (ie www.mysite.com/us/Alaska/South_Central/Anchorage) or is it better for page rank to end the path with a ?.

Last question, when adding a directory how many pages of content can you add per day/wk without it getting penalized by the search engines for putting up pages too fast. Is there a happy medium?

Any help would be appreciated, as I am stategizing the best way to roll out this directory.

I heard they put you in what's called the "sandbox", which penalizes your PR in some way. It's purpose is to prevent these auto-creation sites that throw up spammy pages at a rapid rate.
