Most commonly they are using programs to create fake accounts and programs to "Like" the pages. The problem is these "Likes" disappear over time since they are fake accounts and obviously they are not buyers. Usually, you only want to use these services to give your page the appearance of success so people have more confidence in "Liking" your page.
