Exact algorithm used by Google is not known to anybody as it is not published in the public domain for fear of misuse of the same. As per the general observation, a lot depends on the back links a site is able to generate from sites having higher page ranks. Regards, RightMan
Yes, I agree with RightMan here. But in general, PR depends on the quality of incoming links, their PR and outgoing links.
PR comes only from backlinks, not content. A backlink can pass approximately 85% of its PR, but the outgoing PR is divided between the number of links on the page.... i.e. a page with 1 outgoing link passes 10X the PR as a page with 10 links. Don't concentrate on PR, focus of links from trusted sites (sites that already rank high for the keyword you are going after).
Many will say its the incoming links to your site: That is not true because I recently had PR1 for one of my websites which had no links whatsoever! Content? Maybe. Traffic. No. Google Ranking is indeed very mysterious! LOL!
You can't have PR without incoming links (unless the PR was faked using a 301). Content has nothing directly to do with PR (although the better the site, the more likely people with link to it). Use yahoo site explorer and you'll find the links that are sending PR if it hasn't been removed. Toolbar PR is always a look at the past, so it's possible the link have been removed since the PR was passed.
