I have seen a few sites are offering ads optimizations, but how can one optimize for high paying ads without relevant content and not violating the terms and conditions of google adsense ? Any idea ?
Google will list the highest paying ads at the top of the ad box. Use less and smaller ad boxes to only display the highest paying ones.
Optimization mainly refers to selecting the best placement and colors for your ad units to ensure that you get the highest possible CTR. With keywords it just means that you write good content on a specific topic and use the keywords multiple times without cramming them in or creating something that sounds spammy.

You cant optimize for high paying keywords without having the content. That would be a violation of TOS and you may get banned, forever. In fact, your way of thinking is bad and unethical. You must think optimizing the content for the visitors, something new and useful for them. if you can do that, be assured that you will do well in adsense too.
I'm not sure you can do it. what you can do is maybe use the adsense search box to manually generate searches for the highest paying key words that you think are related to your site and take those results and list them on your site as "relevant links". Of course, visitors will still have to click on the right advertisers' link in the search results for you to get payed, but at least it's way for you to have more control over the ads. as for non-relevant ads, perhaps you could do the above but list the links under "other interests"? don't know if google is against that but, if you're concerned, you might try making your site as broad topic-wise as possible.
You would be in violation of the ToS if you do that. Google doesn't allow you to "pre-fill" Adsense for search. Doing the searches yourself and linking to them would be just another way of doing that.
that's good to know. btw - if you remove your adsense publishers' id from those search links is it then ok to linked to them?
I guess if it's just a normal Google search (not Adsense for Search) there shouldn't be a problem with it.
I don't what do you mean by optimizing google ads IME you can more relevant ads if you have keyword in webpage name. like to get photoshop related keywords you should try www.anydomain.com/anydirectory/photoshop.html It really helps.
