You could intially pay someone to post and stat a few threads to get things started. Submit them to social bookmarking sites for maximum exposure.

The best way would be to pay a few people to post there. Or have a contest (say first to reach 50 posts with at least 20 words in each post in your forum gets $30 or something). Then some people might stay, and it gives you more on the forum to start it off.

Or you could just pay for advertising from somewhere like adwords or more specific targeting to teenagers somehow.

Most ways would require some kind of money.

Could always contact high-schools and ask them to put it in their newsletter or something. As it's for helping teens i'm sure they would have no problem with it.

Referral contests and lots of good quality paid posters could get you off the ground really nicely.

Forums are tough and the only way to make one succeed is to spend money and time.

Paid posting, buying ads on sites that would attract members, newsletter ads, banner ads, and other forms of advertising cost money and even then you may fail.

You also have to spend a huge amount of time promoting the forum and posting on it. If your heart is not 150% into the project, you are doomed from the beginning.

You must also make sure your forum is professional. If you post with several grammar and spelling mistakes all the time, no one will take it serious. Run all your post through a spell and grammar checker before posting to make sure you lead by example.

Most forums fail because the owner gets bored or discouraged when nobody joins. Good forums do not happen overnight and if you can afford the time, money and have the patience, you can create a great forum.
