    i think it will be after 24hrs

    also there exchange rate is very low than normal rate

    I am not sure but somewhere I heard they update it once every day.

    Do the say anything about this on their site?

    Well i think 24 hrs but if the rates fell deep they will update it instantly since they might face loss :)

    24Hours which can be annoying because the exchange rate could of been low at current time but there one would be high

    1.00 USD = 48.1305 INR (in xe.com)
    1 U.S. Dollar = 46.7317 Indian Rupees (in paypal)
    difference is 1.3988/$

    6 months back the difference were less than 1RS.
    It seems that due to recession, paypal robbing more money from its clients!

    Yes, paypal always rules in terms of rate exchange. Noone can do anything about it
