How much do you think it would cost to get a template ready to use for word press.

Also just a quick side question.
Go to www.gtagamers.net (it's a blog now) But you see those tabs at the top? Can i add a tab that will link to my forum?

u can have them link to wherever you want

There are some really nice free templates out there. Smashing Magazine has made a nice list which you can see here

As far as having a link to an external page yes; you will have to add the code in the header file.
