    I wouldn't spend anything on Chinese forum traffic.. because none of my
    content is in Chinese, and many Chinese are using the Internet from
    cafes and they have no intention on purchasing products or services.

    Mmmm....if you would use a set of keywords (not in chinese) related to some niche on the web as the anchor text for each of the 1000 links. Then a website owner within that niche may give you big bucks....but a more precise price at this moment is difficult to tell....
