How much would this cost?

Hey I was wondering how much would this project cost:

Basically what I would like is a search engine that works and shows a picture of each site next to it (like windizzi), also for people who want to advertise it automatically (when they purchase the advertisement) puts up their link on the right-hand column for how long then purchased it for, then after their time they payed for is up it disappears. Also I would like an admin cp to be able to ban IP's. Finally on the bottom on the home page if possible I would like it to say how many searchers were made last week.

How would the search engine work.... through your google pub id?
or a full search engine script of your own... that would cost quite alot.

 

Full search engine script. Using another website, the search engine it self (no extras) the price was around $200
