Really depends on how much programming work and the programmer itself.

But most websites don't need a custom CMS, Wordpress or any other open source CMS will be fine

If you still think you need a custom CMS, my advice is not to make another "watch anime/read manga online" site, there are plenty of those out there already. If, however, you think you have a unique/innovative and completely legal idea, contact me.

I know it sounds funny, but many of those sites are earning by providing copyrighted material. I would be a real hypocrite if I said I'm against it, but it's really not worth investing much time and money in a site like that when all it takes is a simple idea, ie. MyAnimeList. Personally, I'd never think a site like that could be that successful, but the creator sold it for $400k+.
