It is not a highly competitive keyword but forums usually have a lot pages and your current competitor have 70k threads. It is depending on your contents too. If your site contents is huge, then it is easier to get on top spot. You need provide your site details in order to calculate the real cost.
Do your SEO own with free cost. Hire some freelancers to do blog comments/forums posts/to do bookmarks. You are done
Hire some freelance SEO that work on ONpage and OFFpage. But you must see there proven track records. You can also tell some of you friends to join your forums.
