It is not a highly competitive keyword but forums usually have a lot pages and your current competitor have 70k threads. It is depending on your contents too. If your site contents is huge, then it is easier to get on top spot. You need provide your site details in order to calculate the real cost.

Do competitive analysis to find what others are doing to rank on top for specific keyword.

Do your SEO own with free cost. Hire some freelancers to do blog comments/forums posts/to do bookmarks. You are done :)

Hire some freelance SEO that work on ONpage and OFFpage. But you must see there proven track records. You can also tell some of you friends to join your forums.

    I would hire a consultant first, WebsiteConsultants.org :)

But, if you choose not to, then I would think you are looking at a decent job....maybe $2500 a month for 3 months. You actually have 315,000 competitors for that keyword if you really break it down...

    http://www.google.com/search?hl=en&gl=us&q=allintitle:"baseball+forum&aq=f&oq=&aqi=

They all use Baseball forum in their title tag, which usually indicates they are targeting that term and seeing how much weight Google puts on your title, I would say that is a decent amount of competition. Also, the #1 position is a direct match domain name (baseballforums.com). You will always ahave a little battle with well established DMD's...what domain would you be using?
