How much would it cost me to have this done?

Years ago I purchased this program, it worked fine for a little while then it quit working and the support website for issues and questions about the software is now not in service anymore. What I would like is to have someone see if they can find out why it quit working or make me one that works like it used to. (1) dropbox can't be trusted
(2) dropbox requires you to login before download
(3) analyzing old software takes FOREVER

1 + 2 + 3 = find new software that is well maintained, preferably open source, that does what you want.

(4) what functionality do you need from the software? i know plenty of opensource stuff that can be tied together with a scripting language like PHP that might be able to do what you want and not go out of service due to changing operating-system and web-standards.
