The site itself shouldn't cost too much as its just a static site. It depends on whether you would want it as a content management system and whether you would want any dynamic elements. Yes but a CMS would be necessary for the owner to keep the site updated if they don't have any html knowledge experience.
I would think you should expect to pay around $400-500 without the shopping cart integration and around $800 with the cart You'll find people who will do it for less, but whether the finished product is of a high standard, well thats another question
