VBulletin took me an hour to install -- the actual process takes only about 5 minutes if you know what you're doing. There is no free vBulletin, but there are free message board scripts

You can use free application if you could not buy VB. Free Software also not bad. You can use Phpbb, smf, mybb.
Don't run VBulletin without a license, period. If you need a message board badly, either use a free alternative or shell out $160 like the rest of us
DO NOT USE A UNLICENSED VB. DISADVANTAGES: #1- The version may have been altered and your server might be at risk of backdoor scripts 99% are! #2- If detected by Jelsoft (vb company), your site, your host, your server and everything that related to your site will be..uh..banned and taken down. #3- You will not be able to get latest patch or updates from them. There is version 3.7 coming to come out but there is no need to wait as you have full 1 year support and updates after you buy it officially. So, you can update at anytime and without any hassle, about less than 5 minutes to upgrade.

No one knows when the official 3.7 is comming out, only jelsoft. Asking else where will just be people gussing.
