How much true is this?

    Currently paypal only supports receiving payment for my country but i can't send it. So, i had opened and verified my paypal account from my bro staying in UK. But, now i am staying outside the UK and normally i do daily transactions. Even my paypal is verified i have a transaction limit of 3k USD per year. Now, my question is, will my account be in blacklist or payments get hold as it being accessed from the country other then UK ( where it is registered )? [ i have heard somewhere that it will create problem if transaction amount is high ]

    Yes of course you will face problems, in each country there are different laws and regulations, your nationality nor the country where it was verified matters, all what matters is where you currently reside.
    If you set the country to UK and access from a different country then you will get limited.

    Paypal have rules by countrywide.Like Indian and Turkey cannot send money from paypal.
    US need to verify bank.

    Before sign please real pay-pal tos for your country.
