    I would pay 50$/Month
Also it depends on the link whether its relevant to buy or not
and also how old is the PR
Whats the Quality of the content of that site.

It depends, when buying, tell the seller that you want to do a test for a month or three and then see what it's worth to you.

I would not pay 1 cent.

Here’s what Google says about PageRank.

"The heart of our software is the PageRank (â„¢), a system for ranking web pages developed by our founders Larry Page and Sergey Brin at Stanford University. And while we have dozens of engineers working to improve every aspect of Google on a daily basis, PageRank continues to provide the basis for all of our web search tools."

    Measuring PageRank

The Google toolbar features a nifty little feature that displays a web site's PageRank - http://toolbar.google.com. Download this to your desktop and you are good to go.

How can you be sure that the PageRank numbers on the Google tool bar are correct? Here are two important points to remember about PageRank.

    * Two pages with the same PageRank shown on the toolbar may actually have a very different true PageRanks.

    * It gets progressively harder to push a page to the next PageRank level on the toolbar.

Google has a PageRank of 10 as well as Adobe.com. Even though Adobe is an extremely popular web site, it is highly doubtful that they have as many links pointing to them as Google does.

It doesn't make sense if a link from PR8 has no value at all. Getting a link from high PR site especially a site which google consider authority in your topic will definately help in SERP.

There must be some value for a link from PR8 site even if it is not related to your site.

Adobe is no 1 for the keyword "click here". and no where is mention in the page, not even once "click here" is mention. They have tons of link from other site with the keyword and it definately help in SERP.

People who are actually selling PR8 links are paying a lot more than that! Triple digits at least.
