Here is the prospective client asking me :

    PHP/MYSQL site
I will use Cakephp framework for development
I am not going to host the site i will dump the final project at him with entire source code

    functional requirements
    Ecommerce store for a widgetX
2 payment gateways for accepting payment online including paypal
catalog browesable by categories and brands and also fully search-able
user registration/login subscription module so many other fancy features
Admin module can control lots of site properties and settings.
    Design/graphic with basic decency

knowing that Indian customers aren't ready to pay hi amount how much to charge them and how much should we ask from a western. i don't want to ask too much amount that will scare them. Moreover i don't have enough clarity on how many hours i would be spending on this entire project so I would like to mention a rough amount for their idea of expenditure.

go to the freelance sites such as Elance and Guru and do a search on similar projects for India and Europe. You should be able to come up with an average price.

    Your question is confusing.

If you have been asked to do the work - charge based on your hourly rate end of story. Don't go down the road of having a pricing structure depending on the country the enquiry comes from. That is one sure way to alienate international clients.

How would you feel if someone charged you $1500 for piece of work someone across the globe paid $600 for two weeks earlier.

Study the average price from your competitors first....you can do research at freelance site like elance.com. odesk.com....
and then you put the price tag...
