Try to call Paypal in this matter.

Here is Paypal toll free numbers.
    1-888-221-1161

If you call Paypal, then you they can resolve your issue.

Normally,Paypal takes 3-4 days to reverse your money.

I have withdrawn money on 9th Feb, but no money in my Bank account nor in my PayPal account... At first when I contact PayPal, they said "your money will reversed within 5 - 7 business days". After 7 business days when I contact PayPal now "PayPal says only after 14 days PayPal can trace the money".

Now what can I do because PayPal creates their law and breaks their own law...

    Dear ArijitKRoul and smartzkool,

I have similar issue as yours, I have contact to Farhad Irani, the lead of PayPal business in Asia Pacific. I got below reply from them.

    ---------------------------------------------------------------------------------------------------------
    Dear Intellg,

Thank you for reaching out to us. I?m contacting you on behalf of
Farhad Irani regarding your email below.

I am so sorry to hear that you have been affected by this unfortunate
situation. Please accept our sincere apologies for any inconvenience
    this issue may cause you.

While we do not have a specific time frame on when this issue will be
resolved, I can assure you that Farhad and his team here are working
closely with the Reserve Bank of India to fix this issue as soon as
possible. Any withdrawals initiated after February 8th are still
pending with our bank due to this issue. We will keep posting updates
to the PayPal Blog as we get more information.
    http://www.thepaypalblog.com

It's very likely that the withdrawal you initiated for Rs. xxxxx.xx INR
will be reversed back to PayPal within the next few days. Once the
funds have been placed back into your PayPal account, we have options to
withdraw funds to eligible Visa cards or to request a check be sent via
mail. I have included instructions below for both options.

To withdraw funds from your PayPal balance to your card with a Visa
    logo:

    1. Go to the PayPal website and log in to your account.
    2. Click "Withdraw" at the top of the page.
    3. Click "Transfer funds to your card."
    4. Fill in the required boxes.
    5. Click "Continue."
    6. Review the information and click "Confirm."
    Note:
Due to local regulations and issuing bank guidelines, not all cards are
    withdraw eligible.

Customers can request a check to be mailed to the address on their
PayPal Account by following these instructions:
    1. Go to the PayPal website and log in to your account.
    2. Click "Withdraw" at the top of the page.
    3. Click "Request a check from PayPal."
    4. Enter the amount and select the address the check is to be mailed to
    using the pull-down menu
    5. Click "Continue."
    6. Review the confirmation page and click "Submit."

When you request a check, it will take 4-6 business days to process the
request and prepare the check to be mailed. Postal delivery time is
additional and varies depending on your country of residence.
    Please note:
PayPal has no control over postal delivery times
Check delivery may be delayed by government holidays in both the U.S.
    and in your home country
We will also refund any check withdrawal fees within one week of the
    check request date.

If you have any other questions or concerns regarding this issue, please
do not hesitate to contact us again.

Thank you for your patience and understanding regarding this issue.

    Sincerely,
    Franz

This mail I got on 15 Feb 2010.

I can not understand whose fault. Is it our fault to believe in Paypal? After it is from more than 1 month. We all should do something for it. Paypal Break our trust.
