I am in the UK also and it would be for local businesses where it would apply for pretty much all of the users so if they see something local and good they are bound to click on it!
What I'd do is a supply demand curve type ad system. Start them out lower, and then raise prices every so often until you find your maximum price someone would pay. You can also always start higher then lower until its good...
When pricing your banners you will need to bear in mind that companies may try to negotiate the rate down so it advisable to leave some room for negotation.
