It depends on a lot of different factors.

how relevant it is to your site and what kind of site the PR9 is. If you were a heart disease site linked to the front page of webmd.com it would be worth a lot but if you were a heart disease site linked to a life insurance site it would be worth less.

Other things like the length of time you are linked matter. If you were linked for 3 weeks or 3 years? Is your link in the footer or in the main body?

There isn’t any set formula it always changes.

Do you mean to ask how much PR will you get if a pr9 website links to you?

    There are several factors.
Does the link use 'no follow'?
How many outbound links does the page that links to you have on it?
Is the PR on that page that links to you still live?

if it has no outgoing links it will get a 9- I built a new site that had 1 incoming link from a PR4 and no outgoing and it got a pr4. It's definitely quality over quantity with link building- it doesn't matter how many links you have just the PR of each one.

Great response, couldn't say it better myself. I would stop worrying about PR and start getting some better content up on your site. Content is key.

The domain's PR doesn't pass, it's the PR of the page that is linking to you. The amount of PR that passes is divided between all links on that page, so the more links on the page, the less PR you will receive (assuming it is a do follow link).

If you want a rough estimate, count the TOTAL number of links on the page. Take the PR of the page your link is on (since toolbar PR is rounded down, a PR9 could be PR9.01 to PR9.99 and there is no way to tell). Approximately 85% of PR passes divided between the total number of links on the page. If there are only 10 links on the page linking to you, and it is showing a PR9, you would need approximately 11 of those links to make your site a PR9. You could guess that a single link from such a page would give you a PR7 assuming google is letting PR flow (and they do block sites suspected of selling links from passing PR).
