Also it depends on competition so amount of backlinks is important. for example: you have a site about pitbull's(dog niche website). go to google, type in: pitbulls and you will see what pages are on 1st page. Best way how to get higher PR is ask those websites ranked in 1st page on google to link to your site - tell them that you can write articles for them and leave your link after this article.
